PUBLIC INVOLVEMENT

When we consider the substance of these Nine Factors, we discover that we cannot incorporate these factors into our traditional notion of how organizations operate. To do so is certainly tantamount to upsetting the traditional hierarchy of schools. We cannot hold the notions of traditional management principles near and dear and at the same time profit from the virtues of public engagement.

Traditional administrative practice often causes more controversy by refusing to engage in discussion regarding issues perceived to be controversial. Using these Nine Factors to influence our decisions regarding public involvement meaningfully changes how schools relate to their publics (see Figure 5.1). From the Kettering work, we now know that public organizations can garnish support by demonstrating a willingness to engage the public.
